Enabling AWS VPC Flow Logs with Automation

We'll accomplish this with a CloudWatch rule and a Lambda function. [GitHub Repository](https://github.com/linuxacademy/la-aws-security_specialty/tree/master/Enabling-VPC-Flow-Logs-with-Automation)
